There definitely should be tables in the DB. The installation process creates them. Are you using the correct database? Is this a clean install or migration from v4.4?

From my review of the FPA, it doesn't reveal anything that would point to the problem.
Can you turn on PHP reporting, and Debug, and report back to this forum, the specific errors you're seeing (additional to what you have already provided)?
